Iran Civilizational Paradigm 2.0 (ICP 2.0)
A Long-Term Framework for Stability, Dignity, and Renewal
The Iran Civilizational Paradigm (ICP) is a long-term framework developed within Iran Unity to help Iran move beyond decades of authoritarianism, ideological failure, and social fragmentation.
It is not a political program or belief system, but a civilizational design approach intended to support dignity, stability, competence, and voluntary unity over generations.
What ICP Is Not
Not a political party or movement
Not a religious or theological system
Not a return to empire or the past
Not a territorial or expansionist concept
Not a call for revolution or revenge
What ICP Is
A civilizational-level framework
Post-ideological and non-sectarian
Focused on long-term stability (100–300 years)
Grounded in ethics, capability, and systems thinking
Designed to support peaceful transition and continuity
The ICP Pillars
1. Ethics Without Ideology
Governance rooted in human dignity, justice, and responsibility
No clerical authority, enforced belief, or moral policing
Ethics expressed through law, accountability, and service
2. Capability Over Popularity
Leadership based on competence, qualification, and integrity
Systems designed to resist corruption and capture
Clear separation between authority, administration, and oversight
3. Reconciliation Before Transformation
No collective guilt or revenge
Institutional continuity where possible
National healing as a prerequisite for progress
4. Culture as a Stabilizing Force
Protection of Iran’s cultural, ethnic, and linguistic plurality
Identity by belonging, not assimilation
Education as the foundation of long-term unity
5. State as Platform, Not Controller
The state exists to provide security, justice, infrastructure, and opportunity
Society remains free, diverse, and creative
Power is limited, distributed, and accountable
ICP and Governance
ICP does not mandate a single form of government.
Instead, it defines design principles that any viable system must meet:
Independent judiciary
Neutral, professional military
Transparent administration
Clear checks and balances
Peaceful transfer and limitation of power

It prepares institutions and people before transition, not after collapse or crisis
